A call came In from a surrounding neighbor about someone setting off fireworks and smoking herb...... Car 56 was dispatched to this 167 in progress. The suspect was a hispanic female, brown hair, brown eyes and dressed in all white. The officer spotted "said" suspect walking along south bound 127th street smoking herb. Upon approach...the suspect fled on foot ...now a 311 in progress The officer proceeded in an aggressive pursuit onto a private residence. The officer immediately took the suspect into custody for the unlawful possession of herb. The suspect already had a warrant out for her arrest, for failure to appear in court on a similar Charge! Kelsi then pleaded with the officer for a break! But this rookie officer wanted nothing to do with it. There was a communication failure with the officer's radio receiver. At this point, he began to consider the opportunity to accept Kelsi Monroe’s offer to receive a get out of jail free card.
